- Enhance the knowledge, attitude, skills, and habits of the paralegals in advancing agrarian reform and rural development
- Assist in monitoring the status of the target landholdings included in the paralegal plans
- Recommend possible legal and metalegal actions in relation to land rights

- Handle land rights-related cases
LEGAL RESEARCH
- Conduct legal researches and contribute in the development of position papers in support of agrarian reform, land rights, and land use advocacies
LAND TENURE AND IMPROVEMENT ASSISTANCE
- Local-level monitoring of land rights issues
- Development and update of land rights issue database
- Provision of technical support for other NGOs, POs, local governments, academic institutions, and individuals
SUSTAINABLE COMMUNITY DEVELOPMENT
- Develop fund generating strategies for the partner communities
- Link the partner communities to support services providers
- Provide technical assistance to the partner communities to sustain their CARP-awarded lands
COMMUNITY ORGANIZING, DEVELOPMENT, AND STRENGTHENING
- Strengthen organization and develop community leaders
- Facilitate regular tactic sessions and planning
- Assist the community in resolving organizational and external issues
- Help partner communities establish an organization
- Assist existing organizations in their organizational development planning
HUMAN RIGHTS DEFENDERS' CAPACITY BUILDING AND STRENGTHENING
- Conduct training on basic human rights, remedial procedures, human rights remedies
- Facilitate tactic sessions for human rights advocates and defenders
